Regular City Council Meeting <br />September 22, 2008 <br />Page 5 <br />seconded by Council Member Brown. Motion carried, 7 ayes - 0 nays. <br />A Motion to approve this item was made by Council Member Biard and seconded by Council <br />Member Kear. Motion carried, 7 ayes - 0 nays. <br />14. Deliberate on Fiscal Year 2008-2009 Budget. <br />Council Member Biard inquired if the $5,000.00 for Lamar County Historical Society was <br />budgeted. Gene Anderson said it was not. Council Member Biard said he wanted to make sure it was <br />included in the budget. Mr. Anderson said that item could be brought back to Council in October for <br />their consideration of amending the budget. It was a consensus of Council to do so. <br />15. First Reading: ORDINANCE NO. 2008-003: AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF PARIS, TEXAS, ADOPTING A BUDGET FOR THE ENSUING <br />FISCAL PERIOD BEGINNING OCTOBER 1, 2008, AND ENDING SEPTEMBER 30, <br />2009, AS AMENDED, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF <br />PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Council Member Strathern said he would not vote to pass the budget, because the <br />expenditures were above expenditures of the current year. <br />A Motion to proceed with a super majority vote was made by Council Member Biard and <br />seconded by Council Member Pickle. Motion carried, 6 ayes -1 nay, with Council Member Strathern <br />casting the dissenting vote. <br />A Motion to approve this item was made by Council Member Biard and seconded by Council <br />Member McCarthy. Motion carried, 6 ayes - 1 nay, with Council Member Strathern casting the <br />dissenting vote. <br />16. Deliberate and act on a public education program for the November election concerning <br />senior and disabled tax freeze. <br />Mayor Freelen asked the City Council to bring back suggestions for this item at the September <br />29`h council meeting. <br />17.
