RESOLUTION NO. 2008-089 <br />A RESOLUTIOIV OF THE CITY COUNCIL OF PARIS, TEXAS, <br />AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO THE <br />OFFICE OF RURAL COMMUNITY AFFAIRS FOR THE COMMUNITY <br />DEVELOPMENT FUND; AUTHORIZING THE CITY MANAGER TO <br />ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED <br />REPRESENTATIVE I1V ALL MATTERS PERTAINIIVG TO THE CITY'S <br />PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />WHEREAS, the City Council of Paris, Texas desires to develop a viable urban <br />community with decent housing and supporting infrastructure for the central core <br />of the City primarily benefiting persons of low-to-moderate income; and <br />WHEREAS, certain areas in the central core area of the City suffer from <br />inadequate or deteriorated infrastructure which represent a threat to the public <br />health and safety; and <br />WHEREAS, it is necessary and in the best interests of City of Paris to apply <br />for funding under the Texas Community Development Block Grant Program to make <br />improvements to the infrastructure in this part of the City. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF <br />PARIS, LAMAR COUNTY, TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are <br />hereby in all things approved. <br />Section 2. That a Texas Community Development Block Grant Program <br />application for the Community Development Fund is hereby authorized to be filed <br />on behalf of the City with the Office of Rural Community Affairs. <br />Section 3. That the City's application be placed in competition for funding <br />under the Community Development Fund. <br />Section 4. That the application be for $250,000 of grant funds to provide <br />sewer system improvements for the central area of the City. <br />Section 5. That the City Council directs and designates the City Manager as <br />the Ciry's Chief Executive Officer and Authorized Representative to act in all <br />
