RESOLUTION NO. 2008-091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN APPLICATION FOR A TEXAS DEPARTMENT OF TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM (CIP) GRANT FOR VARIOUS PROJECTS AT COX FIELD AIRPORT IN THE AMOUNT OF $4,911,088.00, WITH $491,209.00 TO BE PROVIDED BY THE CITY OF PARIS IN THE FORM OF CASH; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO MAKE APPLICATION FOR THE GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Paris needs to make certain improvements to Cox Field Airport over the next four (4) fiscal years, including preparing a new airport master plan, performing runway and taxiway overlays and markings, pavement repairs, drainage repairs, airfield lighting, and sign replacements, and crack sealing runways, taxiways, and aprons; and, WHEREAS, in order to complete necessary airfield maintenance to ensure the safety of the flying public at Cox Field Airport, the City Council of the City of Paris desires to apply for a Capital Improvement Program (CIP) Grant from the Texas Department of Transportation in the amount of $4,911,088.00, with $491,108.80, or ten percent (10%), to be provided by the City of Paris in the form of cash; and, WHEREAS, the grant funding for the Airport Master Plan (09MPPARIS) will be in the amount of $200,000.00 with $20,000.00 to be provided by the City of Paris and the grant funding for the design and construction project (0901PARIS) will be $4,711,088.00 with 471,109.00 to be provided by the City of Paris; and, WHEREAS, the City of Paris names the Texas Department of Transportation as its agent for the purposes of applying for, receiving, and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements; and, WHEREAS, the City Council hereby authorizes the City Manager to make application for said grant in the form attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved.
