RESOLUTION NO. 2008-092 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; APPOINTING A RHONDA ROGERS TO FILL THE VACANCY IN DISTRICT 7 A111D TO SERVE AS COUNCIL PERSON FOR DISTRICT 7 UNTIL THE MAY, 2009 ELECTION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, on September 22, 2008, the City Council adopted Ordinance No. 2008- 035 disannexing a 675.13 acre tract of land located on state highway 271 south, beginning three-quarters (3/4) mile southeast of Loop 286 SE along the north right-of-way line of Hwy 271 South to a point southeast of Meadowbrook Cemetery; and, WHEREAS, the former District 7 Council Member, Bill Strathern, was a resident and property owner within this newly disannexed area and in accordance with Section 17 of the Paris City Charter could no longer serve on the City Council of the City of Paris; and, WHEREAS, there now exists a vacancy on the membership of the City Council of the City of Paris in District No. 7, and it is appropriate that a successor be appointed; and, WHEREAS, nine (9) qualified residents of District 7 in the City of Paris, Texas filed application with the City Clerk to be considered for appointment to District 7 on the Paris City Council; and, WHEREAS, after reviewing all applications submitted, the City Council has determined that Rhonda Rogers is a person possessing all of the qualifications enumerated in Section 17 of the Charter of the City of Paris, is a bona fide residence of District 7 and is most qualified to fill the vacancy in District 7 until the next election on May 9, 2009. 1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That Rhonda Rogers be, and she is hereby appointed as Council Member for District 7 and as such is a member of the City Council of the City of Paris to serve the unexpired term of Bill Strathern which ends May 9, 2009.
