Section 551.087 of the Texas Government Code to discuss and deliberate on an offer <br />of a financial or other incentive to Campbell Soup Supply Company, LLC to locate, <br />stay, or expand in Paris and consider any commercial and financial information related <br />to the business prospect. <br />Mayor Freelen convened City Council into executive session at 5:55 p.m. <br />18. Reconvene in open session: <br />a. To possibly deliberate on the proposed extension of the Memorandum of <br />Understanding with the City of Irving dated January 14, 2008. <br />b. To deliberate and possibly act on an offer of a financial or other incentive to Campbell <br />Soup Supply Company, LLC to locate, stay, or expand in Paris and consider any <br />commercial and financial information related to the business prospect. <br />Mayor Freelen convened City Council into open session at 6:25 p.m. <br />a. Mayor Freelen stated that Irving had requested an extension of the Memorandum of <br />Understanding and that an item would be brought back to Council for consideration <br />at the December 8'h meeting. <br />b. Mayor Freelen said Council discussed a tax abatement for Campbell Soup and further <br />discussion would take place during the next agenda item. <br />19. Public hearing; deliberate and possibly act on RESOLUTION NO. 2008-104: A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, RE- <br />ADOPTING AND EXTENDING THE POLICY STATEMENT CRITERIA AND <br />GUIDELINES FOR TAX ABATEMENTS FOR AN ADDITIONAL TWO YEARS; AND <br />APPROVING AND AUTHORIZING A TAX ABATEMENT AGREEMENT WITH <br />CAMPBELL SOUP SUPPLY COMPANY LLC FOR A NEW JUICE MANUFACTURING <br />LINE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Freelen opened the public hearing and asked anyone wishing to speak in favor of this <br />item, to please come forward. PEDC Director Pete Kampfer spoke in support of this item and <br />introduced Mike Winkler and Mike Novack from Campbell Soup, both of whom expressed <br />appreciation for Council's consideration of this item. Ray Banks, 3450 Robin Road, stated these were <br />very good jobs. He also supported the agreement, but was interested in the value of the abatement. <br />Don Taylor of 515 Bunker said he also supported the agreement, but thought there should be a <br />reyuirement that a percentage of the jobs should be for Paris and Lamar County residents.
