ORDINANCE NO. 2002-048 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES OF THE CITY OF PARIS BE AMENDED BY REVISING SECTION 12-1 OF SAID CODE TO AUTHORIZE THE STAFFING LEVELS OF THE FIRE DEPARTMENT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the employment of firefighters in the City of Paris is governed by Chapter 143 of the Local Government Code, dealing with Civil Service employment; and, WHEREAS, Section 143.021 of said Chapter 143 of the Local Government Code provides for a municipality's governing body to establish the classifications of firefighters by ordinance; and, WHEREAS, the City of Paris has experienced a serious and unanticipated shortfall in revenues for fiscal year 2001-2002 that will be carried forward into fiscal year 2002-2003; and, WHEREAS, as a consequence, the City Council found it necessary to adopt and implement an austere budget for fiscal year 2002-2003; and, WHEREAS, as part of that austerity, the City Council determined that certain positions in the Police and Fire Department should be eliminated through the process of attrition, in that certain designated employee positions in each department currently vacant or upon becoming vacant in the future will not be filled; and, WHEREAS, as a consequence, the City Council desires to provide for a reduction in force in the Fire Department by eliminating one (1) firefighter position and by providing for the further elimination of five (5) additional firefighter positions at such time as vacancies shall occur in the authorized positions for said department; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That Section 12-1 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended so that such shall read as follows:
