<br />Section 3. That there is hereby adopted to the Code of Ordinances of the City of Paris, Paris, <br />Texas, a new Article III to Chapter 34, Sections 34-51 through 34-131, entitled "Wastewater <br />Discharge and Disposal", to read as follows: <br /> <br />"ARTICLE III. WASTEWATER DISCHARGE <br />AND DISPOSAL* <br /> <br />"DIVISION 1. GENERALLY <br /> <br />"Sec. 34-51. Purpose, policy, and authority. <br /> <br />"(a) Generally. It is the policy of the City to provide the planning, engineering <br />and administration necessary to develop and manage the publicly owned treatment <br />works that are adequate for the transportation, treatment and disposal of wastes from <br />within the City and to operate the sewer system in a manner which protects public <br />health and the environment, and, in addition, to enable the City to comply with any <br />applicable state and federal laws including, the Texas Water Code, the Clean Water <br />Act of 1977 as amended and the General Pretreatment Regulations <br />(40 CFR Part 403). <br /> <br />"(b) Application, This article shall apply to users of the City POTW and to <br />persons outside the City who are, by contract or agreement with the City, users of the <br />municipal publicly owned treatment works and those persons who conduct activities <br />in the City and its jurisdiction under the provisions of this article. All connections <br />of lateral or other sewer lines to the sewage system of the City of Paris, whether <br />within or without the City, shall be subject to such terms and conditions as the City <br />Council of the City of Paris may prescribe. <br /> <br />"(c) Authority. The City of Paris, a home rule city, derives its authority from the <br />Constitution and Laws of the State of Texas and the Charter of the City of Paris to <br />exercise all the power therein granted together with all of the implied powers <br />necessary to carry into execution all the powers granted. <br />(Ord.
