<br />RESOLUTION NO. 2001-014 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, AUTHORIZING THE TAKING OF BIDS FOR THE LEASE <br />OF HANGARHAT THE COX FIELD AIRPORT, FORMERLY KNOWN AS <br />THE WRENN LEASE; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING FOR AN EFFECTIVE <br />DATE. <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of <br />February, 1990, in Resolution No. 90-010, authorize the execution of a Lease Agreement with James <br />M. Wrenn for property at Cox Field Airport for a term offive (5) years, beginning March 1, 1990, <br />and ending February 28, 1995, with a five (5) year option ending February 28,2000, with lease <br />payments at the rate of $375.00 per month; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of <br />February, 1995, in Resolution No. 95-028, accept an exercise of option from James M. Wrenn to <br />extend the term of said lease an additional five (years), expiring on February 28, 2000; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 8th day of <br />November, 1999, in Resolution No. 99-139, authorize the Assignment of Lease from James M. <br />Wrenn to Eric S. Clifford; and, <br /> <br />WHEREAS, said Lease expired on February 28, 2000, and the City Council of the City of <br />Paris did heretofore, on the 14th day of February, 2000, in Resolution No. 2000-018, authorize the <br />advertisement for bids for the lease of Hangar H at the Cox Field Airport, which bids were recei ved <br />until 3:00 o'clock p.m. on Tuesday, March 7, 2000; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of March, <br />2000, in Resolution No. 2000-026, designate that the best bid for such lease was made by <br />Progressive Marketing Group of Addison, Texas, in the increased amount of $1,500.00 per month <br />for a term of five (5) years; and, <br /> <br />WHEREAS, in accordance with the terms of the lease with J. B. Richey, such bid was <br />subsequently forwarded to Mr. Richey as the holder of a right-of-first-refusal forthe lease of Hangar <br />H in order that he be given the opportunity to match such bid; and, <br /> <br />WHEREAS, J. B. Richey declined to exercise his right-of-first-refusal for such lease, and <br />the City Council of the City of Paris did heretofore, on the 10th day of April, 2000, in Resolution <br />No. 2000-035, authorize the execution of a Lease Agreement with Progressive Marketing Group for <br />the lease of Hangar H under the terms and conditions specified in the bid documents; and, <br /> <br />WHEREAS, in spite of due diligence on the part of the City of Paris to obtain proper <br />approval of the lease by Progressive Marketing, Progressive Marketing failed to timely exercise its <br />
