<br />WHEREAS, adjacent to the museum complex, William DeG. Hayden, M.D., has already <br />completed the refurbishment of another historical structure, preserving the historical ambiance of <br />the structure and at the same time creating a beautiful community structure now designated as <br />Heritage Hall to complement the Depot structure; and, <br /> <br />WHEREAS, the other side of the Heritage Hall property is owned by the Lamar County <br />Historical Society Museum project and is also under renovation with private funds; and, <br /> <br />WHEREAS, the City of Paris, through its Park Master Plan, has listed as a priority the <br />acquisition of additional parks and recreational land; and, <br /> <br />WHEREAS, as a consequence of the massive private efforts to preserve the historical <br />significance of the depot complex, and at the same time to create a park complex which would <br />appeal to all generations, the City of Paris proposes the construction of park related facilities adjacent <br />to and as part of the Depot project to act as the "glue" to join the various facilities together as part <br />of the new HERITAGE CENTER; and, <br /> <br />WHEREAS, the new park will consist of approximately four (4) acres of land, the same <br />being property donated to the City by William DeG. Hayden, M.D.; and, <br /> <br />WHEREAS, the park will not only include the customary park facilities, but will also have <br />a one-half mile walking track, a picnic pavilion, parking, and a rock landscape theme; and, <br /> <br />WHEREAS, the park project has already received the focus of the entire community, and <br />as a consequence, included in the walking track will be benches, tables, and historical markers partly <br />donated and installed by local garden clubs and located every one hundred feet which will delineate <br />historical facts in Lamar County history; and, <br /> <br />WHEREAS, the completion of this worthwhile and important project will allow the citizens <br />of and visitors to Lamar County to bask in the shadow of the past and at the same time revel in the <br />glow of the future; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br /> <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all things <br />approved. <br /> <br />Section 2. That an application be made to the Texas Parks and Wildlife Department for a <br />Texas Recreation and Parks Account (TRP A) Small Program Grant in the amount of $50,000.00, <br />being approximately 50% of the estimated cost of the Heritage Park project, said total cost being <br />$100,000.00, with the City of Paris providing $50,000.00 to include in-kind services, private <br />donations, and funds, which matching share for this application is already available at this time. <br />
