Box 9037 Paris, TX 75460 Re: Proposal for Engineering Services Stillhouse Road Improvements Dear Shawn: We appreciate your selection of our firm to provide a proposal for engineering services for the right- of-way acquisition, design, and construction phases for the improvement of Stillhouse Road from Clement Road to Loop 286. Under previous contract we have completed an alignment study for this project. The project length is about 2,000 feet, and the proposed right-of-way width would be 70 feet. Major reconstruction or relocation of 2 box culverts will be required, along with storm sewer in some areas. Coordination with TxDOT will be necessary at Loop 286, and with various utilities along the project route. 14 parcels have been initially identified for acquisition. The proposed pavement section would be of concrete, with curb and gutter, with the precise width yet to be determined. We propose to provide the following services: 1. Right-of- Way Acquisition Phase- a) Consult with City as required to define right-of-way needs. b) Furnish a registered professional surveyor and supporting staff to provide on the ground surveys and prepare field notes for each acquisition (14 estimated). c) Set monumentation for easements. 2. Design Surveys Phase - a) During the alignment study, aerial topography was obtained. The design surveys phase would include limited topographic surveying necessary to obtain culvert flowlines, sewer depths, and similar data to supplement the aerial photography. EXHIBIT .A
