<br />RESOLUTION NO. 2003-186 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, AUTHORIZING THE CITY MANAGER AND THE CITY <br />ENGINEER TO REQUEST PROPOSALS FOR THE PERFORMANCE OF <br />A WATER SYSTEM VULNERABILITY ASSESSMENT PURSUANT TO <br />THE REQUIREMENTS OF THE PUBLIC HEALTH SECURITY AND <br />BIOTERRORISM RESPONSE ACT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, on June 12, 2002, President George Bush signed into law the Public Health <br />Security and Bioterrorism Response Act, which constituted in part the congressional response to <br />the terrorism attacks of September 11,2001; and, <br /> <br />WHEREAS, the purpose of said Act is to formulate a comprehensive strategy for water <br />system security nation wide; and, <br /> <br />WHEREAS, the aforesaid Act empowered the Environmental Protection Agency Water <br />Protection Task Force with implementing the provisions of said Act related to drinking water; and, <br /> <br />WHEREAS, a requirement under said Act is that each community water system serving <br />a population greater than 3,300 conduct an assessment on the vulnerability of its system to <br />intentional acts intended to substantially disrupt the ability of the system to provide a safe and <br />reliable supply of drinking water; and, <br /> <br />WHEREAS, the aforesaid Act provides no funding to assist local entities in performing <br />said vulnerability assessment; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br /> <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all <br />things approved. <br /> <br />Section 2. That, in accordance with the requirements of the Public Health Security and <br />Bioterrorism Response Act, the City Manager is hereby authorized in conjunction with the City <br />Engineer to prepare and advertise requests for proposals for qualified consultants to perform an <br />assessment of the vulnerability of the City of Paris water system to intentional acts intended to <br />substantially disrupt the ability of the system to provide a safe and reliable supply of drinking <br />water, the same constituting a vulnerability assessment pursuant to said Act. <br />
