<br />WHEREAS, the City Council of the City of Paris has agreed to provide matching
<br />monies for the said project in the amount of $311,434.00; and,
<br />
<br />WHEREAS, the City Council of the City of Paris has agreed that, in the event
<br />of loss or misuse of the Criminal Justice Division funds, the City Council of the City of
<br />Paris assures that the funds will be returned to the Criminal Justice Division in full; and,
<br />
<br />WHEREAS, the City Council desires to authorize the Mayor, City Manager, and
<br />appropriate City staff to accept and implement said grant (if same is received) without
<br />further action of City Council; and,
<br />
<br />WHEREAS, in conjunction with said grant application, it is deemed appropriate
<br />that the City of Paris and the Counties of Lamar, Fannin, Hopkins, Delta, and Franklin,
<br />. the Cities of Bonham and Sulphur Springs, and the 8th and 62nd Judicial District Attorney
<br />for Delta and Franklin Counties enter into a Contract agreeing to be bound by the
<br />requirements of said grant; and,
<br />
<br />WHEREAS, the form of the Contract, attached hereto as Exhibit A, should, in
<br />all things, be approved, and the City Manager should be authorized to execute the same;
<br />NOW, THEREFORE,
<br />
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS:
<br />
<br />Section 1. That the fmdings set out in the preamble to this resolution are hereby
<br />in all things approved.
<br />
<br />Section 2. That submission of a grant application for the Red River Valley Drug
<br />Task Force to the Office of the Governor, Criminal Justice Division, be, and the same is
<br />hereby, approved for the project entitled "Red River Valley Drug Task Force" for the
<br />period beginning June 1, 2004, and ending May 31, 2005, in the total amount of
<br />$1,051,156.00, same being 70% federal funds totaling $739,722.00 and 30% local
<br />matching funds totaling $311,434.00, with the City of Paris being responsible for such
<br />matching funds.
<br />
<br />Section 3. That the City Manager be, and he is hereby, appointed as the
<br />Authorized Official of said project and is authorized and directed to execute, on behalf of
<br />the City of Paris, the application for grant under the terms and conditions and in the form
<br />approved by the City Attorney.
<br />
<br />Section 4. That the Chief of Police be, and he is hereby, appointed as Project
<br />Director and is hereby authorized to execute and deliver, on behalf of the City of Paris,
<br />all reports, communications, assurances, and documents necessary for the completion of
<br />said project.
<br />
<br />Section S. That the Director of Finance be, and he is hereby, authorized and
<br />directed to serve as the Financial Officer for said project and to receive and distribute
<br />funds for purposes of the Red River Valley Drug Task Force.
