<br />RESOLUTION NO. 2004-030 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, AUTHORIZING THE PARIS ECONOMIC <br />DEVELOPMENT CORPORATION, AT ITS EXPENSE, TO PERFORM ALL <br />WORK REQUIRED FOR THE CONSTRUCTION OF HEARNE STREET <br />FROM 1ST STREET S.W. TO 4TH STREET S.W. ON RIGHT-OF-WAY <br />PREVIOUSLY ACQUIRED BY THE CITY OF PARIS; CONDITIONING <br />THE APPROVAL OF SAID CONSTRUCTION UPON CONFORMANCE BY <br />THE PARIS ECONOMIC DEVELOPMENT CORPORATION WITH ALL <br />APPLICABLE CITY ORDINANCES, CODES, REGULATIONS, AND <br />SPECIFICATIONS AS VERIFIED BY CITY INSPECTORS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, the Pace Group, in its Business Retention Survey and Flexible Incentive Plan <br />for the City of Paris, dated May 12, 1994, brought to the attention of the Paris Economic <br />Development Corporation the concern regarding access roads to Delta Logistics and Rodgers- <br />Wade Manufacturing; and, <br /> <br />WHEREAS, the current route used to access Delta Logistics, Rodgers-Wade <br />Manufacturing, and warehouses in the vicinity thereof is through residential areas on streets which <br />adversely affect the efficiency of the affected industries because they do not provide adequate <br />turning space for large trucks, and significant amounts of traffic by large vehicles through <br />residential areas not only cause deterioration to the streets but detract from the comfort of the <br />inhabitants of the neighborhood because ofthe considerable noise generated by such vehicles; and, <br /> <br />WHEREAS, the Board of Directors of the Paris Economic Development Corporation <br />(PEDC) deemed it appropriate and in furtherance of economic development that the PEDC extend <br />Hearne Street from 1st Street S,W. to 4th Street S.W., with funding authorized up to the amount <br />of $265,000.00, in order to provide an adequate route for large vehicles traveling to Delta <br />Logistics, Rodgers-Wade, and the warehouses in the vicinity thereof and to alleviate the noise and <br />road deterioration caused by said large vehicles; and, <br /> <br />WHEREAS, in accordance with said determination, the Board of Directors of the Paris <br />Economic Development Corporation, by formal action on the 13th day of September, 1999, in <br />Resolution No. 99-007, amended by Resolution No. 99-009 on the 29th day of November, 1999, <br />authorized the expenditure of an amount not to exceed $265,000.00 to defray the cost of the <br />extension of Hearne Street from 1st Street S.W. to 4th Street S.W. for the economic benefit <br />derived by the industries in the vicinity as a result of said street extension; and, <br /> <br />WHEREAS, the City of Paris, by and through the actions of the City Legal Department, <br />has acquired the necessary right-of-way to extend Hearne Street from 1st Street S.W. to 4th Street <br />S. W., said right-of-way being acquired in conformance with prior resolutions adopted by the City <br />Council of the City of Paris; and, <br />
