<br />City of Paris <br /> <br />2003-04 Budget <br /> <br />Department 11 <br />City Council <br /> <br />The City Council is the legislative body of the city. As the elected representatives of the citizens of <br />Paris, the City Council provides policy direction to the city government and appoints the City <br />Manager, the City Attorney, and the Municipal Judge. The City Council annually elects one of its <br />members to serve as Mayor and one of its members to serve as Mayor Pro Tern. As the governing <br />body of the city, it is the City Council's responsibility to represent the best interests of all citizens in <br />Paris, Texas, in enacting local legislation, in determining city policies and plans, and in adopting the <br />city's budget. <br /> <br />Department 12 <br />City Manager <br /> <br />The City Manager is the chief executive officer and the head of the administrative branch of the city <br />government. He is responsible to the City Council for directing the overall affairs of the City, <br />managing the organization and developing programs to implement the City Council's policies and <br />priorities. <br /> <br />Department 13 <br />City Attorney <br /> <br />The City Attorney serves as the legal advisor of, and attorney for, the City Council, the City of Paris, <br />the City Manager, and all offices, departments, divisions, agencies, boards, and commissions of the <br />city. The City Attorney and the personnel of this department provide legal advice, prepare <br />ordinances, resolutions, contracts, and all other legal instruments. The City Attorney or his assistant <br />serves as prosecutor in the Municipal Court. <br /> <br />Department 14 <br />Municipal Court <br /> <br />The Municipal Judge directs the activities of the Municipal Court Department comprised of the <br />Municipal Judge, the Municipal Court Clerk, and other clerical assistants. The Municipal Court hears <br />and makes decisions on all cases filed with the Municipal Court Clerk over which the Municipal <br />Court has jurisdiction. The Municipal Judge is responsible for performing all duties of a Magistrate <br />under the laws of the State of Texas and ordinances of the City of Paris. <br /> <br />Page 1 <br />
