<br />~ <br /> <br />unusually wet summers that we have experienced in the past few years may explain the decline in <br />residential consumption and changes in manufacturing and water conservation by Campbell Soup, <br />our largest customer, may explain the decline in consumption there. <br /> <br />In recognition ofthe decline in revenues, a water and sewer rate study is in the process of being <br />completed. The preliminary fmdings of this study are available and indicate that a 12.42 % blended <br />rate increase for residential customers will be required. There is a problem with lost and <br />unaccounted for water which is being addressed through a separate study which should be <br />completed within weeks. I will be recommending a water and sewer rate increase to be <br />implemented as soon as possible. Staffwill be reviewing the rate recommendations with the <br />consultant. It is hoped that the outcome of the lost and unaccounted for water study will have a <br />positive impact on the rate that is finally proposed. <br /> <br />~ <br /> <br />In viewing the total budget, a great deal of uncertainty remains with regard to issues such as <br />decreased federal funding, electricity deregulation, state and federal unfunded mandates, and the <br />outcome of the firefighter's pay referendum. The proposed budget is a starting point for discussion <br />and consideration of a document that can be adopted and executed once all the facts have been <br />presented. <br /> <br />I wish to acknowledge and thank the staff for their assistance in preparing the materials presented in <br />this document. I believe that through orderly discussion and examination of the information <br />presented herein that the City Council can reach a consensus and that a responsible budget can be <br />adopted. I appreciate the advice, support, and cooperation afforded to me by members of the City <br />Council. <br /> <br />I know that you are presented with a difficult challenge.
