Pfiester <br />and Members of the City Council <br />City of Paris <br />Paris, Texas 75461 <br /> <br />Re.: 2001-2002 Operating Budget I Program of Services <br /> <br />Honorable Mayor Pfiester and City Co~ncil Members: <br /> <br />In accordance with Article V of the Charter of the City of Paris and all other <br />applicable statutes and ordinances, I submit this proposed program of <br />municipal service to be made available to the citizens of Paris for the 2001- <br />2002 fiscal year. <br /> <br />... <br /> <br />Our goal must be to continue to provide the best services possible to our <br />citizens, to maintain adequately the public investment in community facilities, <br />and to retain and attract the qualified employees that are essential in attaining <br />these goals. With these principal goals in mind, the sources of income and <br />the plan of expenditures for all services to be offered by the Paris municipal <br />government for the year beginning October 1, 2001, and concluding <br />September 30, 2002, are presented within this document. <br /> <br />Throughout the year, requests for service and suggestions from citizens, staff, <br />and Council are received. Departmental requests have been submitted, <br />discussed, and reviewed, taking into account financial resources available and <br />the various concerns expressed by citizens and members of the City Council. <br />The recommendations presented herein attempt to fairly allocate the <br />resources available to provide the necessary and desirable public services <br />that our citizens have come to expect. <br /> <br />We as public servants, both Council and staff, are faced with the ever more <br />difficult challenge of maintaining, improving, and adding services for our <br />community while complying with increasingly more complex state and federal <br /> <br />P.O.
