<br />With the expiration of grants that fund positions in the Police Department, we <br />are cutting the four positions through attrition. Funding is included for the <br />Municipal Band, although not at the level that is requested by the members of <br />the Paris Municipal Band Commission. <br /> <br />At the time of budget preparation and presentation, there continues to be a <br />great deal of uncertainty as to the effects of electric deregulation upon the <br />budget of the city. Electric rates for the city are expected to be increased, <br />perhaps as much as fifteen percent. This will have an impact in all <br />departments. The are many increases in expenses that are beyond our control <br />and, in attempting to create a budget with no tax increase, many worthwhile <br />items requested by.;!he various. departments have not been placed in this <br />budget <br /> <br />I wish to acknowledge and thank the staff for their assistance in preparing the <br />budget. Although this presentation is less than recommended by the various <br />departments in most cases, I feel that we have produced a responsible budget <br />which will allow our city to build upon the designations of "One of the Lone <br />Star State's Rising Stars" and "The Best Small City in Texas". <br /> <br />Thank you for your continued advice, support, patience, and cooperation. <br /> <br /> <br />Michael E.
