Paris Economic Development Corporation <br />Board Meeting Minutes <br />December 9, 2008 <br />Board Members <br />Staff Present: Pete Kampfer <br />Present: John Wright <br />Rachel Schory <br />Chad Brown <br />Ex Officio Members <br />Dan Smith <br />Present: Kevin Carruth <br />Dick Severson <br />Pike Burkhart <br />Glen Bawcum <br />Jesse Freelen <br />Guests: Connie Beard <br />Edwin Pickle <br />Dan Smith called the meeting to order at 4:05 p.m. <br />Minutes from the November 17, 2008 meeting were reviewed and approved as <br />submitted in a 4-0 vote on a motion by Chad Brown seconded by Dick Severson. Glen <br />Bawcum abstained from voting due to his absence at the Nov. 17"' meeting. <br />The November financial report had not been completed by the City finance <br />department and was not available for review. It will be reviewed at the next regular <br />meeting. <br />Due to a scheduling conflict with one board member, agenda item 7 under old <br />business, discussion of Pat Mayse water, was addressed prior to the Executive Director's <br />report. Dan Smith stated that the board needs to make a decision and report to the Water <br />Study Committee on whether or not they support the proposed amount of water allotted <br />for manufacturing in the HDR Engineering study. This figure is 5,190 acre feet of water <br />per year, excluding Campbell Soup and steam-electric usage. <br />HDR derived this figure using 2006 Texas Water Development Board regional <br />study figures. Mr. Kampfer advised that the Water Development Board has a history of <br />being very accurate in their projections. The 5,190 figure is actually about six times <br />higher than Paris' greatest manufacturing water usage historically, according to Mr. <br />Kampfer's research. Further discussion centered around thoughts that 5,190 acre feet is <br />not enough water to recruit another industry in town, especially one that is similar to <br />Campbell Soup in water usage. <br />Mr. Smith commented that all water allotment figures combined do give the <br />community plenty of room for growth (e.g. figures allotted for City of Paris and Lamar <br />County are enough to allow each to double in size.) <br />Other discussion focused on the need to protect water as a prime marketing <br />resource for economic development. Future needs of economic development need to be <br />the board's primary concern when making a decision on this issue. <br />Glen Bawcum made a motion to table the discussion until the next regular <br />meeting.
