Mayor Freelen read the proclamation and presented it to the assembled Boy Scouts and Scout Leaders. Consent Agenda Subject to the minutes of January 12, 2009, being corrected to reflect that an existing business that was expanding by more than 50 percent would be required to pave its parking lot in order to obtain a building permit, Council Member McCarthy made a Motion to approve the Consent Agenda and Council Member Kear seconded the Motion. The Council voted seven (7) for and none (0) opposed to approve and adopt Consent Agenda ltems 6, 7, 8, 9, 10, and 11. 6. Deliberate and act on the approval of minutes from the meetings on January 12, 2009 and January 26, 2009. 7. Receive and deliberate on reports and/or minutes from the following boards, cominissions, and cornmittees: a. Main Street Advisory Board (8-5-08; 9-16-08; 11-11-08; 12-16-08) b. Paris Public Library Advisory Board (12-17-08) 8. Deliberate on drainage ditch maintenance report. Mayor Freelen commended Shawn Napier for the work completed on drainage ditch maintenance. 9. Deliberate an Casa Bonita demolition project. 10. Deliberate on One Oak apartment complex. Kevin Carruth told Council that Brady Environmental was developing specs for the bids and once received, staff could advertise for bids. 11.
