The table below reports the summaries for the total number of persons cited and searched <br />subsequent to being stopped by the Paris Police Department for traffic offenses in 2008 (6,743).3 <br />In addition, the table shows the number of individuals who granted consent to search and those <br />drivers who were arrested at the conclusion of the stop. The chart shows that roughly 66 percent <br />of all drivers searched (searches includes consent searches and probable cause searches) were <br />White (188/287 total searches), roughly 26 percent (76/287) were African American, and <br />roughly 8 percent (22/287) were Hispanic. The percentage of searches by race/ethnicity closely <br />matches the distribution of citations by race/ethnicity. About 71 percent of the citations in 2008 <br />were issued to White drivers while 66 percent of the searches were of White drivers. Similarly, <br />about 27 percent of the citations in 2008 were issued to African Ainerican drivers while 26 <br />percent of the searches were of African Americans. The same is true for consent searches: 61 <br />percent (113/186) of the consent searches were of Whites while 39 percent (72/186) were of <br />African Americans. The chart indicates that drivers who were cited were rarely consent <br />searched across the racial categories. For example, only 2.37 percent of all White drivers who <br />were cited were also searched by consent, 0 percent of all Hispanic drivers who were cited were <br />searched by consent, and 391 percent of all African-American drivers who were cited were <br />searched by consent. <br />;"Searches" includes the combination of probable cause and consent searches. The data are based on cases filed in <br />the Municipal Court of the City of Paris, Texas utilizing information as reported on traffic citations and arrest <br />reports.
