Item 1. Calt to order. Item 2. Invocation. Item 3. Approve the minutes as submitted in the mail of the Ark-Tex Council of Governments Executive Committee Meeting held Thursday, January 29, 2009, in Omaha, Texas. Review and Comment Item 4. Review and Comment on a grant application to the Texas Parks and Wildlife Department, from the City of Cumby, in the amount of $52,500, to be matched with $52,500, for a total of $105,000, for construction of a city park through the Small Community Recreation Grant program. (to be presented by staff inember Genevieve Burtchell) Item 5. Review and Comment on an Environmental Assessment for Blackland Prairie Gin, Inc., who has applied to the Texas Commission on Environmental Quality for renewal of Air Quality Permit, to authorize continued operation of the Cotton Gin located in Deport, Lamar County, Texas. (to be presented by staff inember Paul Prange) Item 6. Review and Comment on an Environmental Assessment for Hopkins County, who has received a Small Towns Environmental Program (STEP) grant from the Office of Rural Community Affairs, to fund water system improvements which will provide first-time water service to citizens in the western part of the county. (to be presented by staff inember Paul Prange) Regular Business Item 7. Review and consider approval of new appointment to the Solid Waste Advisory Committee (SWAC) as recommended by the SWAC. Review and consider authorizing submittal of the completed Method of Distribution for $1,164,673.03 of Disaster Recovery funding for Bowie, Cass, and Morris Counties. Review and consider authorizing the Executive Director, as the ATCOG Authorized Official, to submit an application to the Office of the Governor, Criminal Justice Division, for a grant to provide Regional Law Enforcement Training in the Ark-Tex Council of Governments' Region for FY 2010.
