STAFF REPORT
At the January 12'h Council meeting, the Council requested that TML develop an alternative
medical insurance plan for City employees with the goal of structuring a plan that would have
lower dependent premiums for employees while maintaining as much coverage as possible.
Using the employee questionnaire as a guide, TML presented an alternative plan to the Council
on February 23rd. Since that date TML has also developed another plan option which includes an
office visit co-pay. This reduces the plan savings, but a co-pay was a popular option with
employees responding to the survey. Attached is a TML summary of the current and two
optional plans.
The staff needs guidance as to what direction the Council wishes to go from this point. The two
options to consider would appear to be as follows:
1. Remain with TML and direct the staff to take the necessary steps to provide employees
with a choice of the current TML plan or a lower dependent cost alternative plan.
2. Direct the staff to employ a consultant to take the necessary steps to bid or otherwise
obtain proposals from other insurance providers to provide medical, dental, and vision
coverage for City einployees.
The staff requests the approval of a motion indicating the wishes of the Council.
l. 000223
