M/ D CO NTI NEI V T EXFRESS P 1 P E L 1 N E LLc <br />February 16, 2009 <br />RECEIVED <br /> <br />~ e~~ P 1) , <br />Dear Stakeholder: <br />CITY MANAGER <br />On January 30, 2009, Midcontinent Express Pipeline LLC (MEPY4&8• Shwlication with the <br />Federal Energy Regulatory Commission (FERC) requesting authorization to expand the <br />capacity of the MEP system by constructing and operating additional facilities at three <br />previously certificated compressor stations located in Lamar and Cass Counties, Texas and <br />Hinds County, Mississippi. Also included as part of the project would be the installation of a <br />filter/separator at an existing compressor station in Union Parish, Louisiana. This filing begins a <br />formal review process of the project by the FERC. Enclosed are materials that explain the <br />project and how the FERC review process may affect you. <br />We expect that construction of the expansion facilities will have minimal or no effect on existing <br />landowners and communities, and MEP is actively engaged in consultations and coordination <br />with the affected federal, state and local government agencies. Because many landowners <br />have had questions about noise impacts from station operations, we are including a comparison <br />chart with this packet. In most cases, the noise abatement equipment on the additional engines <br />will maintain noise levels at essentially the same levels as in the original plans. The attached <br />chart illustrates the impacts of noise at each site. <br />You'll find in this mailing: <br />• General information about the project, its purpose and schedule <br />• Description of Midcontinent Express Pipeline LLC <br />• List of people you can contact about the project and locations where the FERC <br />application can be reviewed <br />• A summary of landowner rights <br />• A general location map <br />• A copy of the Commission's "Notice of the Application" <br />• FERC pamphlet: "An Interstate Natural Gas Facility on My Land? What Do I Need <br />to Know?" <br />• A noise level comparison chart <br />As an agency, group or official that may be interested in the project, you may wish to participate <br />in the review process. Your input to the FERC must be in writing, and if you're interested, we <br />suggest contacting the FERC as quickly as possible. Public meetings to get community input <br />are up to the FERC. All communications to the FERC should include MEP's name and Docket <br />No. CP09-56-000.
