MIDCONTINENT EXPRESS PIPELINE LLC <br />Describe the Midcontinent Express Pipeline Expansion project. <br />On Juiy 25, 2008, tl-ie FERC issued to MEP a certificate of public convenience and necessity <br />authorizing MEP to construct and operate an approximately 502-mile pipeline and certain other <br />facilities. On December 30, 2008, MEP filed an amendment ta the certificate issued on July 25'h, <br />requesting authorization to change the location of one proposecf compressor station to a new <br />location 3.5 miles to the east, and authorize the substitution and installation of two larger <br />compressor units at another compressor station. On January 30, 2009, MEP filed for another <br />certificate of public convenience and necessity au±horizing MEP to expand the its systern capacify <br />in Zone 1 from 1,532,000 Dekatherms per day (Dth/day) to 1,832,500 Dth/day by authorizing an <br />increase in horsepower af three previously certificated compressor stations, in Lamar and Cass <br />Counties, Texas, and Hinds County, Mississippi, and installing a filterlseparator at another <br />certificated compressor station located in Union County, Louisiana. The request to amend the <br />original certificate filed on December 30, 2008 and the request to expand Zone 1 system capacify <br />filed on January 30, 2009, are pending before the Commission. <br />What facilities will be included in the Expansion project? <br />The facilities that are part of this project (which are only those facilities reques#ed in the January <br />30, 2009 filing) include: (i) one new 6,135 horsepower compressor unit at the Lamar Compressor <br />Station located in Lamar County, Texas; (ii) two new 8,180 horsepower each compressor units at <br />the Atlanta Compressor Station in Cass County, Texas; (iii) one new 6,135 horsepower <br />compressor unit at the Vicksburg Compressor Station in Hinds County, Mississippi; and (iv) one <br />inlet filterlseparator at the Perryville Compressor Station in Union County, Louisiana. <br />Why are these facilifies needed? <br />7hese facilities are necessary, among other things, to increase the capacity of Zone 1 on the <br />MEP system from its pre-approved expansion capacity of approximately 1,532,000 Dth/day to <br />approximafely 1,832,500 Dth/day and provide shippers on the MEP system with new pipeline <br />infras#ructure to transport natural gas out of the growing shale basins. This will create additional <br />supply assucance deliverability for the Southeast and Florida markets. <br />Who approves this project and how long will it take? <br />MEP submitted its Application to the FERC on January 30, 2009. It is expected that the FERC <br />will issue a certificate authorizing the expansion project within the next six to nine monfhs. <br />The Application contains more information on the project, the impack on the environment, as well <br />as other project-related issues. We encourage you to review the Application at one of local <br />libraries listed in this packet. The application also is availabte electronically on the FERC website <br />at www.ferc.qov. MEP <br />an#icipates ongoing communication between the FERC and affected landowners throughout the <br />review period. A review of landowner and environrnental issues is a part of the overall FERC <br />application pracess. <br />How will the project impact you and your properEy? <br />Construction of the expansion facilities will have a minimal or no effect on existing landowners <br />and communities.
