UNITED STATES OF AMERICA <br />FEDERAL ENERGY REGULATORY COMMISSION <br />Midcontinent Express Pipeline T,LC Docket No. CP09-56-000 <br />NOTICE OF APPLICATION <br />(Februazy 11, 2049) <br />1'ake notice that on January 29, 2009, Midcontinent Express Pipeline LLC <br />(iVlidcontinent) 3250 Lacey Roaa, Suite 700, Downers Grovt, Illinois 60515, filed an <br />application in Docket No. CP09-56-000, pursuant to section 7(c) of the Natural Gas Act <br />(NGA) and Part 157 of the Coinmission's reb ilations, requesting a certificate of public <br />convenience and necessity to construct and operate facilities to expand the capacity of its <br />system in Zone 1 by 300,000 Dth per day. Specifically, Midcontinent proposes to increase <br />compression at three certificated compressor stations: (1) Lamar Compressor Station in <br />Lamar County, Texas - one new 6,135 horsepower (hp) unit; (2) Atlanta Compressor <br />Station in Cass County, Texas - two new units totaling 16,360 hp and an increase the <br />certificated level of operation of two compressor units requested in Docket No. <br />CP08-6-002 by a total of 4,090 hp; and (3) Vicksburg Compressor Station in Hinds <br />County, Mississippi - one new 6,135 hp unit. In addition, Midcontinent proposes to add a <br />new inlet filter/separator at its certificated Perryville Compressor Station in Union Parish, <br />Louisiana. Midcontinent requests a determination that rolled-in rate treatment is <br />appropriate for the proposed facilities. <br />Any questions regarding this application should be dirccted to Bnice H. (530) 725-3070, and <br />e-mail: bruce newsame cvkhidermorgan.coin. <br />Pursuant to section 157.9 of the Commission's ruies, 18 CFR 157.9, withiii 90 days of <br />this Notice the Commission staffwill either complete its environmental assessment (EA) and <br />place it into the Comrriission's public record (eLibrary) for this proceeding; or issue a Notice <br />of Schedule for Environmental Review. If a Notice of Schedule for Environmental Review <br />is isstted, it will indicate, among other milestones, the anticipated date for the Coznmission <br />staffs issuance of the final environmental impact statement (FEIS) or EA for this proposal. <br />The filing of the EA in the Commission's public record for this proceeding ar the issuance of <br />a Notice of Schedule for Environmental Review will serve to notify federal and state <br />agencies of the timing for the completion of all necessary reviews, and the subsequent need <br />to complete all federal authorizations within 90 days of the date of issuance of the <br />Commission staffs FEIS or EA. <br />There are two ways to become involved in the Comrnission's review of this project. <br />First, any person wishing to obtain legal status hy becoming a party to the proceedings for <br />this project should, on or before the comment date stated below, file with the Fedexal EYIeY-gy <br />- 000265 <br />
