CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Department:
Presented By:
Agenda Item No.:
03/02/09
Council Date:
City Council
Kevin Carruth
20.
03/09/09
RECOMMENDED MOTION:
Not an action item
POLICY ISSUE(S):
Planning and Zoning
BACKGROUND:
The basic process for building permits begins with the applicant completing the appropriate building
permit application packet. The application packet contains all of the information an applicant needs to
submit for a building permit. Once the application is submitted it is reviewed for completeness. Any
projects requiring zoning or platting approvals are scheduled for action by the Planning and Zoning
Commission and City Council. Applications not requiring P&Z action are sent to Bureau Veritas for
plan review and entered into the Bureau Veritas web-based tracking system. Bureau Veritas will note
any deficiencies in the plans and works with applicants until the plan meet appropriate codes. After
plans are approved and fees paid permits are issued. At various stages of construction the contractor
will call to schedule an inspection by Bureau Veritas. Any deficiencies noted during an inspection are
noted for correction by the contractor. If a dangerous condition exists, the contractor has not applied for
a permit, or the contractor has not followed the code or procedures, a stop work order can be issued.
Once the final inspection is passed the job is complete and the owner can apply for a certificate of
occupation, if required. Please see the accompanying application packets for a detailed description of
the process. City staff and Bureau Veritas (BV) have had an initial meeting following BV's first month
to review our processes and make minor adjustments. We will continue to monitor the process for areas
of improvement.
BOARD/COMMISSION RECOMMENDATION:
EXHIBITS:
Building permit application packets for residential and commercial/multi-family; Council Member
Agenda Item Request Form
ACTION:
BUDGET INFO:
❑ Financial Report ❑ Minute Order
Expense
$
❑ Department Report ❑ Resolution
Budgeted Amt.
$
❑ Presentation ❑ Ordinance
y'r'D Actual
$
❑ Public Hearing Z Other
Acct.
