City <br />councit Date: <br />Engineer / Director of Public <br />9• <br />3-10-2008 <br />Works <br />RECOMMENDED MOTION: <br />Move to approve a request for a curb and gutter variance, acceptance of a subdivision improvement <br />agreement, and acceptance of an off-site utility easement and the Final Plat of the New Paris High <br />School CB 350. <br />POLICY ISSUE(S): <br />Plat approval, variance, easement acceptance and subdivision improvements <br />BACKGROUND: <br />This final plat will allow Paris Independent School District to construct the new high school. The <br />District has submitted a variance on construction of curb and gutter along South Collegiate Drive. The <br />Thoroughfare Plan calls for South Collegiate Drive to be an arterial level street with 60-feet of pavement <br />and 80-foot of Right-of-Way. <br />An off-utility easement is necessary because water and sewer lines must be extended from existing lines <br />in easements to the proposed final plat property. The existing water and sewer line are north of the <br />subject property near the Love Civic Center. A 25-foot permanent utility easement and 25-foot <br />temporary construction easement are needed from Paris Junior College (PJC) in order to accommodate <br />the new water and sewer lines. PJC owns the property south of the civic center. The PJC Board of <br />Regents will meet March 23, 2009 to act on the easement. I recommend that the easement acceptance <br />be approved contingent upon PJC's Board of Regents approving the easement. <br />The subdivision improvement agreement will be provided at the council meeting.
