CITY COUNCIL AGENDA ITEM BRIEFING SHEET

Submittal Date: Originating Department: F/Director By:
3-18-2009 pier, P.E. City Engineer Agenda ItemNo.:
Council Date: Engineering f Public Works
3-2 3-2009 11.
RECOMMENDED MOTION:
Not an action item
POLICY ISSUE(S):
10-Year Capital Improvement Plan Update

BACKGROUND:
A 10-year capital improvement plan (CIP) was submitted to the City Council in December 2008,
consisted of water, sewer and street projects that have been prioritized by the Engineering, Water
Distribution, Sewer Maintenance and Street Departments. The 2008-2009 CIP called for two water line
replacement projects, one sewer line replacement project, a sewer plant master plan, the purchase of a
sewer camera, crack sealing, seal coating and paving Castlegate Drive with plant mix seal:

• Hayter Engineering is near completion on a set of plans that will include replacing a two inch
water main in both Culbertson and Cleveland Streets from 19`h S.E. to 24h S.E. and Phase II of
the W. Washington St. sewer line replacement. These projects are scheduled to bid in the few
weeks and be completed later this summer.

• Hayter is also working on a proposal to perform Phase I of the sewer plant master plan.

• The search is currently still underway for a new sewer camera. We have had two different sewer
camera manufactures come and perform several demonstrations in our sewer and storm sewer
system. We should be ready to order a new camera in the next couple of weeks.

• The Street Department has completed this year's crack sealing list and they are currently
preparing the roads that will be seal coated. Castlegate will be paved with plant mix seal which
is an asphalt material that is applied to a street about 3/ of an inch think. Plant mix seal provides
an intermediate step between seal coat and asphalt overlay which usually involves milling about
two inches of material off the surface of the roadway and then applying two new inches of
asphalt.

Two additional projects have been added to the list. The first project was the water line replacement in
the 1500 -1700 Block of Lamar Avenue that cost was approximately $40,000. The second project
entails replacing 600-feet of sewer line in Brown St. that intersects 19th S. W. in the 1100 block. We
have had 74 sewer calls in the past 4 years and the majority of the calls are for a stopped up sewer main.
The estimate for this project is approximately $39,000.00.

BOARD/ COMMISSION RECOMMENDATION:
N/A
EXHIBITS:
2008-2009 project list for water, sewer and streets

City of Paris
(11) (1( !
