Regular City Council Meeting April 13, 2009 Page 4 OF PAR1S, TEXAS, APPROVING AND AUTHORIZING THE CITY MANAGER AND OTHER CITY OFFICIALS TO EXECUTE THE APPLICATION AND ALL OTHER NECESSARY DOCUMENTS iNCIDENT TO SEEKING A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES, FOR FUNDING FOR COPS UNIVERSAL HIRING PROGRAM GRANTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Council Member Pickle stated they had two options and that was to hire three officers or either six officers. Interim Chief Hundley explained that the positions would be 100% funded, but any increases in salary or benefits would have to be paid by the City. He also explained that the grant would require an agreement from the City to fully fund any position created or retained by the grant for a period of 12 months following the end of the 36 month gant period. Council Member Rogers wanted to know what would happen if at the end of the fourth year the City could not afford the additional positions. Interim Chief Hundley said at the end of the fourth year the positions could be eliminated by attrition. City Council discussed the two options and the opportunity to lower crime rate. Kevin Carruth said he was more coinfortable with applying for three additional officers. He said one officer would be assigned to Paris Independent School District, one to Paris Housing Authority as a community policing position, and one would be assigned to the Downtown Patrol Section 7. Mr. Carruth also said that PISD would pay for one position and Paris Housing Authority would pay approximately 30% of their officer's salary. A Motion to approve this item was made by Council Member Rogers and seconded by Council Member Pickle. Motion carried, 7 ayes - 0 nays. 16. RESOLUTION NO. 2009-031: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING AN IDENTITY THEFT POLICY 1N ACCORDANCE WITH RECENT AMENDMENTS TO THE FAIR AND ACCURATE CREDIT TRANSACTION ACT OF 2003; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Brown. Motion carried, 7 ayes - 0 nays. 17. RESOLUTION NO. 2009-032: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING CHANGE ORDER NO. ONE TO THE CONTRACT FOR THE CONSTRUCTION OF THE TRAIL DE PARIS 0.8 MILE EASTERN TRAIL EXTENSION PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. - O() ()(1;)
