Regular City Council Meeting <br />April 13, 2009 <br />Page 4 <br />OF PAR1S, TEXAS, APPROVING AND AUTHORIZING THE CITY MANAGER AND <br />OTHER CITY OFFICIALS TO EXECUTE THE APPLICATION AND ALL OTHER <br />NECESSARY DOCUMENTS iNCIDENT TO SEEKING A GRANT FROM THE U.S. <br />DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING <br />SERVICES, FOR FUNDING FOR COPS UNIVERSAL HIRING PROGRAM GRANTS; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />Council Member Pickle stated they had two options and that was to hire three officers or either <br />six officers. Interim Chief Hundley explained that the positions would be 100% funded, but any <br />increases in salary or benefits would have to be paid by the City. He also explained that the grant <br />would require an agreement from the City to fully fund any position created or retained by the grant <br />for a period of 12 months following the end of the 36 month gant period. Council Member Rogers <br />wanted to know what would happen if at the end of the fourth year the City could not afford the <br />additional positions. Interim Chief Hundley said at the end of the fourth year the positions could be <br />eliminated by attrition. City Council discussed the two options and the opportunity to lower crime <br />rate. Kevin Carruth said he was more coinfortable with applying for three additional officers. He said <br />one officer would be assigned to Paris Independent School District, one to Paris Housing Authority <br />as a community policing position, and one would be assigned to the Downtown Patrol Section 7. Mr. <br />Carruth also said that PISD would pay for one position and Paris Housing Authority would pay <br />approximately 30% of their officer's salary. <br />A Motion to approve this item was made by Council Member Rogers and seconded by <br />Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />16. RESOLUTION NO. 2009-031: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, ADOPTING AN IDENTITY THEFT POLICY 1N ACCORDANCE <br />WITH RECENT AMENDMENTS TO THE FAIR AND ACCURATE CREDIT <br />TRANSACTION ACT OF 2003; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A SEVERABILITY CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Council Member Biard and seconded by Council <br />Member Brown. Motion carried, 7 ayes - 0 nays. <br />17. RESOLUTION NO. 2009-032: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, APPROVING CHANGE ORDER NO. ONE TO THE CONTRACT <br />FOR THE CONSTRUCTION OF THE TRAIL DE PARIS 0.8 MILE EASTERN TRAIL <br />EXTENSION PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />- O() ()(1;) <br />
