AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />1. Problem Statement and Historical Information (See Instructions on page 17) <br />The Northeast Texas Auto Theft Task Force was first funded by the Texas Automobile Burglary Theft <br />Prevention Authority in 1994. The Texas Department of Public Safety Motor Vehicle Theft Service had <br />the only full-time motor vehicle theft investigators in the northeast Texas area. The Texas Department of <br />Public safety had two sergeants assigned to our area at that time. Today they have three. The <br />population in our coverage area is approximately 550,000. There are over 750,000 vehicles registered in <br />the coverage area. <br />The Northeast Texas Auto Theft Task Force consists of finro officers, a sergeant and an investigator. <br />One hundred percent of the officers' time is used to investigate motor vehicle crimes. In 2008 we were <br />reporting 273 motor vehicle thefts. This year we are reporting the UCR of 407 thefts. We have added <br />Bowie County UCR's which explains the increase. The BMV's increased from 482 in 2008 to 804 this <br />year. Adding Bowie County increased the BMV's. They annually average 462 BMV's. The Northeast <br />Texas ATTF works closely with all agencies in the coverage area. We assist all agencies that request <br />our help. We have identified several small groups of individuals including juveniles in our area that are <br />committing the BMV's. We have arrested some, but they either get released to parents or make bond. <br />The process starts over unfortunately. December and January, 2008-09 were the biggest months for <br />BMV's in Paris. We made forty arrests during the first finro quarters. <br />The Northeast Texas ATTF is co-sponsoring a training class in Paris May 5th with DPS. This is an eight <br />hour class for patrol officers.DPS provided one training class in the Cooke/Grayson County area which <br />Det. Jeremy Massey assisted with part of the training. <br />Coverage area: Bowie, Camp, Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, Lamar, Morris, Red <br />River, and Titus Counties. <br />There were approximately 750 motor vehicle thefts in this coverage area. This was a 7% increase from <br />701 from last year. We will strive to meet our goal next year and determine the problem areas. There are <br />only five full-time motor vehicle theft investigators including the three Sergeants from DPS Motor Vehicle <br />Theft Service and our finro investigators. <br />The cooperative effort befinreen our Task Force and DPS will continue. There is a training class <br />scheduled in Paris in May. There are plans to have another training class in our coverage area. <br />Historical Information <br />The Northeast Texas Auto Theft Task Force consists of finro officers from the Paris Police Department. A <br />sergeant and an investigator spend 100% of their time investigating auto crimes in the finrelve county <br />coverage area.
