<br />Mr. Tibbets has experience in planning, design and construction review for a variety of
<br />civil works. Prior to his association with Hayter Engineering, he was the assistant to theCity
<br />Engineer for the City of Paris for four years, and a research assistant with the Texas Water
<br />Resources Institute in College Station, Texas for 18 months. Mr. Tibbets has been associated
