Exhibit A <br />SCOPE OF SERVICES <br />The completed plan will be presented as a bound, written report which will identify the current <br />wastewater treatment capabilities and future treatment needs of the City, and develop location <br />and design parameters for expanded facilities. The report will include necessary maps and <br />drawings in multiple copies as needed. The project will begin in April of 2009, and the finished <br />report will be delivered by April, 2010. Presentations to the Council or staff will be included as <br />necessary. <br />The plan will include information as follows: <br />1. Introduction. <br />2. Communitv Settin . A description of Paris and Lamar County, to include data which may <br />be of use in developing new treatment facilities. Typical information would include <br />historical growth trends, industrial makeup, climatological data, soils information, air and <br />water quality, and base mapping. <br />3. Existing Treatment Facilities. This section would include a history of the plant. The <br />existing treatment plant was deeded to the City in the 1950's as the US Army <br />decommissioned Camp Maxey. The plant was upgraded in 1971 and in the 1980's. The <br />City's permit was originally for a secondary treatment limit, which has been enhanced <br />over the years as environmental constraints increase. Historical influent data will be <br />tabulated to show trends and to develop a consistent estimate for the strength of the waste <br />which must be treated. Historical effluent data would be tabulated to show the range of <br />flows and the efficacy of the existing treatment process. The plant components would be <br />analyzed to show the capacity of each under current standards, which will allow <br />identification of "weak links" in the current process. <br />The master lift station also dates to the City's acquisition of the plant from the US Army. <br />This section of the report would include overflow and outage history, as well as <br />maintenance history on the existing facility, and a condition analysis. <br />Finally, this section would include a summary of observations from interview with the <br />current operating staff. <br />1 <br />
