The function of the canopy was to hold the ac units. <br />Motion was made by Ben Vaughan, seconded by Jerry Raper that the request does not <br />meet the Texas Historical Commissions standards and voting to approve goes against the <br />standard. Motion carried 5-0 <br />Motion was made by Ben Vaughan, seconded by Matt Coyle to deny the COA. Motion <br />carried 5-0. <br />4. Consideration of and action on the following Faqade Grants. <br />A. 125 - 139 Bonham - Scott McDowell - Motion was made by Paul Denney, <br />seconded by Matt Coyle to award the grant. Motion carried 5-0. <br />5. Discussion of and action on placing Citizens Forums on future agenda. <br />Paul Denney stated he requested this item be placed on the agenda. Gary Brown could <br />not speak because he was not on the agenda. Arvin Starrett stated he is equally <br />frustrated, however if discussion and action is ta.ken, we could be in violation of the open <br />meetings act. No legal counsel available for HPC meetings. Ben Vaughan stated if you <br />are on the agenda you can speak, but he is equally concerned about having legal counsel <br />available just in case. Matt Coyle stated it would be nice to listen to citizens concerns but <br />legally what would be able to do. Motion made not to place Citizens Forums on agenda <br />by Ben Vaughan, motion died lack of a second. Motion made by Arvin Starrett, <br />seconded by Paul Denney to table this item. Motion carried 5-0. <br />6. Discussion of and action on the Design Guidelines. <br />Arvin Starrett brought the commissioners up-to-date on the status of the Design <br />Guidelines. <br />7. Request izems for future agendas. Place 717 8th Street S.E., back on the list for Building <br />and Standards. <br />8.
