CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Depattment:
Presented By:
Agenda Item No.:
06/30/2009
Council Date:
Police
Interim Chief Hundley
21.
07/13/2009
RECOMMENDED MOTION:
Move to approve a resolution authorizing the application for Justice Assistance Grant Program, 2009-
H1067-TX-DJ authorizing an inter-local agreement with Lamar County, and authorizing the City
Manager to negotiate and execute all necessary documents.
POLICY ISSUE(S):
Grant; Intergovernmental cooperation
BACKGROUND:
This is the annual JAG grant which historically has been split between the City of Paris and Lamar
County. This year the total amount of funding available is $24,140.
The Department wishes to replace our surveillance system in the interview rooms primarily along with
other areas in the building. The surveillance video system replacement is for recording witness and
suspect statements and providing enhanced recording of audio and video in certain areas of the police
department such as the booking room, prisoner loading area, and lobby. The new system will cost
$20,000.
Under the 50150 Split, the City will receive $12,070.00. Although this amount will be about $7,960.00
short of funding the purchase of the surveillance video system as detailed, the system replacement is a
top priority due to the continued problems with the existing system. The present system is using a
combination of analog audio and video and recording in a digital mode. Staff recommends the 50150
split and purchase of the surveillance system equipment.
The funding shortfall will be made up by funds from the asset forfeiture account.
BOARD/COMMISSION RECOMMENDATION:
EXHIBITS:
Resolution, Public Meeting Notice, Grant Narrative, Inter-local Agreement
ACTION:
BUDGET INFO:
❑ Financial Report ❑ Minute Order
Expense
$
❑ Department Report Z Resolution
Budgeted Amt.
$
❑ Presentation ❑ Ordinance
yT'D Actual
$
Z Public Hearing ❑ Other
Acct.
