CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Department:
Presented By:
Agenda Item No.:
07/08/09
Shawn Napier, P.E. Director of
Council Date:
City Council
Engineering, Planning &
22
07/13/09
Development
RECOMMENDED MOTION:
Move to authorize to authorize staff to proceed with the surveying work for the construction of South
Collegiate Drive north of and adjacent to the new Paris High School.
POLICY ISSUE(S):
Capital improvement
BACKGROUND:
The City Council requested that estimates of construction, engineering, and surveying cost be done and
presented so a decision could be made as to how to proceed with the possible rehab of South Collegiate
Drive. Hayter Engineering has put together a cost estimate for three types of roadways: (1) a 62-foot
wide arterial excluding the Texas Department of Transportation (TxDOT) section of F.M. 1507
(Jefferson Rd.) from Loop 286 going north to the bridge just East of Dragon Park estimated at
$3,080,960, (2) a 39-foot wide collector roadway estimated at $2,585,660, and (3) a boulevard street
with protected left turn bays estimated at $4,146,000.00 that would also include F.M. 1507 construction
cost being paid for by the City as well as island pavers, landscaping and irrigation.
A meeting with TxDOT is being planned to determine the next course of action in order to get the
project started. Staff is also trying to determine if funds have been made available for the TxDOT
portion of Jefferson Road. Below are some of the items will know that we will need in order for
TxDOT to make this happen, they will need a resolution from City Council stating :
a) It is their intention to widen Collegiate Drive and have it be the through roadway gaining a net
increase in safety and mobility;
b) The City will acquire needed ROW and incur all associated fees (utility adjustments, surveys,
etc); and
c) The ROW owned by the City of Paris that will be associated with the realignment of FM 1507
will be considered "to be used for public transportation purposes".
Surveying Cost for the entire project is estimated at $11,860 no matter which roadway width is chosen
adjacent to the new Paris High School. The plan is to acquire the additional 40-feet or ROW which
when added to the 40-feet donated by the High School property will be the minimum ROW width for an
Arterial roadway (80-feet).
Accompanying this briefing sheet are a couple of timelines that have been submitted by Hayter
Engineering on behalf of PISD. The first timeline presented presumes that Reserve Funds will be used
and shows an estimated completion date of November 2010. The second timeline depicts a bond
election in November 2009 and if it passes it shows an estimated completion date of February 2011.
The new high school is scheduled to open in September 2010.
Staff recommends that council authorizes staff to proceed with the surveying work for this project. This
would enable us to create a Right-of-Way (ROW) map to determine how much ROW would be needed
for the project.
p
City of Paris w l1rlUrl ; 2 c) / Revised 2/04/08
