Director of <br />Council Date: <br />City Council <br />Engineering, Planning & <br />22 <br />07/13/09 <br />Development <br />RECOMMENDED MOTION: <br />Move to authorize to authorize staff to proceed with the surveying work for the construction of South <br />Collegiate Drive north of and adjacent to the new Paris High School. <br />POLICY ISSUE(S): <br />Capital improvement <br />BACKGROUND: <br />The City Council requested that estimates of construction, engineering, and surveying cost be done and <br />presented so a decision could be made as to how to proceed with the possible rehab of South Collegiate <br />Drive. Hayter Engineering has put together a cost estimate for three types of roadways: (1) a 62-foot <br />wide arterial excluding the Texas Department of Transportation (TxDOT) section of F.M. 1507 <br />(Jefferson Rd.) from Loop 286 going north to the bridge just East of Dragon Park estimated at <br />$3,080,960, (2) a 39-foot wide collector roadway estimated at $2,585,660, and (3) a boulevard street <br />with protected left turn bays estimated at $4,146,000.00 that would also include F.M. 1507 construction <br />cost being paid for by the City as well as island pavers, landscaping and irrigation. <br />A meeting with TxDOT is being planned to determine the next course of action in order to get the <br />project started. Staff is also trying to determine if funds have been made available for the TxDOT <br />portion of Jefferson Road. Below are some of the items will know that we will need in order for <br />TxDOT to make this happen, they will need a resolution from City Council stating : <br />a) It is their intention to widen Collegiate Drive and have it be the through roadway gaining a net <br />increase in safety and mobility; <br />b) The City will acquire needed ROW and incur all associated fees (utility adjustments, surveys, <br />etc); and <br />c) The ROW owned by the City of Paris that will be associated with the realignment of FM 1507 <br />will be considered "to be used for public transportation purposes". <br />Surveying Cost for the entire project is estimated at $11,860 no matter which roadway width is chosen <br />adjacent to the new Paris High School. The plan is to acquire the additional 40-feet or ROW which <br />when added to the 40-feet donated by the High School property will be the minimum ROW width for an <br />Arterial roadway (80-feet). <br />Accompanying this briefing sheet are a couple of timelines that have been submitted by Hayter <br />Engineering on behalf of PISD. The first timeline presented presumes that Reserve Funds will be used <br />and shows an estimated completion date of November 2010. The second timeline depicts a bond <br />election in November 2009 and if it passes it shows an estimated completion date of February 2011. <br />The new high school is scheduled to open in September 2010. <br />Staff recommends that council authorizes staff to proceed with the surveying work for this project.
