CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />07/06/2009 <br />Council Date: <br />City Council <br />Will Biard <br />19. <br />07/27/09 <br />RECOMMENDED MOTION: <br />POLICY ISSUE(S): <br />Personnel; Budget <br />At the March 9, 2009 Council meeting a departmental reorganization plan was presented and included <br />the following elements: <br />• Merge engineering, building inspections, & airport into the Department of Engineering, <br />Planning, & Development with City Engineer as department head <br />• Eliminate the Assistant Director of Public Works position & create a Director of Public Works <br />who reports to the City Manager <br />• Move Main Street to PEDC or under City Manager <br />• Contract out grant writing & monitoring <br />• Contract building inspections & plan review <br />• Replace Bldg./Elec. Insp. with Code Enforcement Supervisor <br />• Replace CAD Tech with Permit Tech <br />• Net loss of 2 positions - Community Development Director & CBO <br />Due to the larger budget considerations, this plan cannot be completed until the FY 2009-2010 budget <br />process is complete. Since March, the building inspections and grant writing have been farmed out and <br />Council stated at the July 13 meeting that a final determination on retaining Bureau Veritas would be <br />made during the FY 2009-2010 budget process. <br />An ad hoc committee comprised of Chamber, PEDC, and City officials on July 7 reviewed a plan from <br />Pete Kampfer for moving the Main Street Manager under the Chamber of Commerce. Mr. Kampfer was <br />asked to add additional details to the plan for the committee to review but he resigned three days later. <br />Over the last two weeks Chamber President Pike Burkhart has spoken with Mr. Kampfer and with the <br />Main Street Advisory Board and has also asked city staff for information in order to revise the plan for <br />the committee to review the first week of August. Regardless of the final location of the Main Street <br />Manager position (with the City or Chamber), it will be budget neutral for the City. In addition, a <br />committee of Chamber and City staff have the planning and operation of the Festival of Pumpkins under <br />control. <br />Under the reorganization plan, the Community Development Director position will be eliminated and <br />the salary savings from that position utilized for the other parts of the plan. Council has not indicated a <br />desire to amend the plan. <br />Council Member Biard has requested discussion and action on this item. <br />City of Paris <br />Revised 2/04/08 <br />J <br />
