CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originaring Department: <br />Presented By: <br />Agenda Item No.: <br />09/09/09 <br />Engineering, Planning & <br />Shawn Napier, P.E. <br />Council Date: <br />Development <br />25• <br />09/ 14/09 <br />RECOMMENDED MOTION: <br />Move to approve a request from the Historical Preservation Commission to allocate the sum of $15,000 <br />from the FY 2008-2009 Historic Preservation budget as a contribution to the architectural design and <br />construction of the proposed Northern Gateway Park. <br />POLICY ISSUE(S): <br />Fiscal management; Intergovernmental cooperation <br />BACKGROUND: <br />The City of Paris Historic Preservation Commission is vitally concerned with the development of <br />Downtown Paris and recognizes the importance of not only the preservation of landmark structures, but <br />is cognizant that there must be aesthetic appeal in the look and feel of our historic districts. Lamar <br />County has purchased the property due north of the Courthouse building and also owns properties to its <br />east and west and HPC is greatly encouraged by the wishes of the Lamar County Historical Commission <br />to develop these properties, including the present parking lot, into additional parking and the creation of <br />a"downtown entry park." These improvements would include green spaces, trees, planting beds and <br />heritage lighting, as well as proposed historical markers, monuments and statuary denoting these areas <br />as important to both Lamar County and the City of Paris. The Lamar County Historical Commission has <br />secured a bid from a well-known heritage landscape architect to do a topographical survey as well as to <br />design plans for the current parking lot, blending the area into the northernmost lot (former Hickory <br />House location) for this park and additional parking. Their work will also include long-range plans for <br />the east and west properties, as to make them cohesive in appearance with the primary park, as time and <br />funds allow. <br />The City of Paris Historic Preservation Commission, realizing the importance of this project, has voted <br />to recommend $15,000 from their budget toward this project.
