Regular City Council Meeting <br />August 24, 2009 <br />Page 4 <br />Mayor Freelen opened the public hearing and asked that anyone wishing to speak in support <br />of this item, to please come forward. Grant writer Kim Lacey explained this $1,000,000 grant was <br />for construction of a water line to serve the proposed Daisy Farms Dairy and that a match from the <br />City was not required. She also said that Daisy Farms had committed to paying for the difference <br />between the grant amount and actual cost of construction. Mayor Freelen asked for anyone wishing <br />to speaking in opposition of this item, to please come forward. With no one else speaking, Mayor <br />Freelen closed the public hearing. <br />A Motion to approve this item was made by Council Member Pickle and seconded by Council <br />Member McCarthy. Motion carried, 7 ayes - 0 nays. <br />15. Public hearing, first reading, deliberate and act on ORDINANCE NO. 2009-029: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING <br />AND ADOPTING REVISIONS TO THE FUTURE LAND USE PLAN MAP FOR THE <br />CITY OF PARIS AS SET FORTH: <br />a. That the future land use recommended for the property located on Lot 19, City Block <br />8, Sperry Addition, located at 2750 Bonham Street, be changed from Low Density <br />Residential to General Retail. <br />b. That the future land use recommended for the property located on a 0.470 tract of land <br />that is part of the Wesley Askins Survey #7, located at 3909 Farm to Market 195, be <br />changed from Low Density Residential to Commercial. <br />c. That the future land use recommended for the property located on 1.094 acres situated <br />on the west portion of a part of Lot 3, City Block 170-A, located at 1920 South <br />Church Street, be changed from Light Industrial to Colnmercial. <br />Mayor Freelen opened the public hearing and asked that anyone wishing to speak in support <br />of these proposed amendments, to please come forward. Attorney A.W. Clem spoke in support of <br />items a, b and c. Christians in Action Director pon Walker spoke in support of item c. Mayor <br />Freelen asked that anyone wishing to speak in oppositian of these proposed amendments, to please <br />come forward. With no one else speaking, Mayor Freelen closed the public hearing. <br />It was a consensus of City Council to invoke the super majority rule. <br />A Motion to approve l Sa was inade by Council Member McCarthy and seconded by Council <br />Member Kear.
