CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />10/07/09 <br />Council Date: <br />City Manager <br />Kevin Carruth <br />16. <br />10/12/09 <br />RECOMMENDED MOTION: <br />Move to approve a resolution authorizing the City Manager to pursue all EECBG funding made <br />available through ARRA to be used to assist the City with energy efficiency. <br />POLICY ISSUE(S): <br />Required by grant <br />BACKGROUND: <br />The American Recovery and Reinvestment Act (ARRA) has allocated more than $45 million to the State <br />Energy Conservation Office (SECO) for the Energy Efficiency and Conservarion Block Grant (EECBG) <br />program. The purpose of the program is to provide funds to units of local government to develop and <br />implement projects to improve energy efficiency and reduce energy use and fossil fuel emissions in their <br />communities. The City of Paris has been tentatively allocated $75,000 from EECBG. One of the first steps <br />to receive the funds is for the City Council to adopt a resolurion supporting the pursuit of all EECBG <br />funds. Staff is currently evaluating potential projects and their return on investment, including replacing <br />older pumps with variable frequency drive pumps, Energy Star qualified roofs on the City Hall Annex and <br />City Hall, HVAC installation at the Water Treatment Plant, light ballast replacement, and installation of <br />programmable thermostats at various locations. The resolution has to be submitted by November 21 and <br />SECO will return a final allocation letter and applicarion by December 6, and we must return the application <br />by December 21. The grant agreement must be executed by March 21, 2010, and funds expended by <br />September 22, 2012.
