Director of <br />Council Date: <br />City Council <br />Engineering, Planning & <br />15. <br />10/26/09 <br />Develo ment <br />RECOMMENDED MOTION: <br />Move to authorize the widening of Stillhouse Road by nine feet for approximately 815 feet beginning at <br />Cecil Everett Elementary, including concrete curbing and turn lanes, with funding to come from a <br />certificate of obligation. <br />POLICY ISSUE(S): <br />Fiscal <br />BACKGROUND: <br />The existing portion of Stillhouse Road in front of Cecil Everett Elementary School is approximately <br />30-feet wide. The roadway can be widened nine feet to create a center turn lane, making the road a <br />collector level (39-feet) road for the approximately 815 feet from Stone Avenue to the creek just north <br />of Levi Lane. Several sections of curb and gutter currently exist on the east side of Stillhouse Road so <br />the widening would only be done on the west side of the existing road. The turn lane would start just <br />past the creek and end at Lewis Lane (see accompanying drawing). A potential phase II to this project <br />would be to widen the drainage structure near Sterling House Nursing home to the west, widen the <br />pavement to 39-feet or wider, and extend the turn lane south to the Levi Lane intersection. <br />The previous cost estimate from Richard Drake Construction Company for the widening included curb <br />and gutter along the entire west side of the proposed widening. If we do not construct the curb and <br />gutter that will reduce the bid by approximately $14,000, which will bring the estimated cost down to <br />$51,250.00 for the project. The estimated cost to install concrete turn lanes from the entrance to Everett <br />Elementary and Lewis Lane is approximately $13,500.00. This addition of the concrete turn lane will <br />return the project cost to near the original estimate of $65,174.35. Since there are no foreseeable plans <br />to widen the road beyond this project, curbing improves pavement and drainage performance, and <br />concrete turn lanes will withstand turning actions better than asphalt, staff recommends including <br />concrete curbing and turn lanes.
