POLICY ISSUE(S): Regulatory requirement; Water management BACKGROUND: The Texas Commission on Environmental Quality (TCEQ) requires that the holder of an existing permit, certified filing, or certificate of adjudication for the appropriation of surface water in the amount of 1,000 acre-feet a year or more for municipal, industrial and other non-irrigation uses develop, submit, and implement a Water Conservation Plan. The initial Water Conservation Plan was adopted and implemented in 2000 and revised in 2005 (resolution no. 2005-050). TCEQ requires plans to be updated a minimum of every five years. There are no substantive changes to the wording of the plan from the 2005 version to the one proposed. The only changes are in the Water Utility Profile section of the plan, which have been updated to reflect data from the previous five years (2005 - 2009). TCEQ has reviewed the City of Paris Water Conservation Plan and provided approval for adoption by City resolution. The next revision will be due by 2014.
