III. Reducing Seasonal Water Use: The Texas Water Development Board (TWDB) has calculated seasonal use as a percentage of average annual per capita use for East Texas (20%), West Texas (25%) and a statewide average of ?2.5°/o. Seasonal use is calculated by multiplying the average annual gpcd for each water system by the appropriate percentage. The technical potential for reduction uses 7% for the "most likely" scenario and 20% for the "advanced scenario. Below is the resulting calculation: Annual average per capita use for Paris water system = 188.7 gpcd Geographical location = East Texas Seasonal use =(188.7 X 20%) = 37.74 gpcd Potential reduction in seasonal use (Most Likely scenario) _(37.74 X 7%) = 2.64 gpcd Potential reduction in seasonal use (Advanced scenario) _(37.74 X 20%) = 7.55 bPcd Technical Potential Savings Range = 2.64 to 7.55 gpcd IV. Reducing Water Use through Public Education Programs: The technical potential for water conservation through public education programs is estimated to be from 2% of the average annual per capita use (most likely) to 5% (advanced) according to the Water Conservation Guidebook published in 1993 by the American Water Worl:s Association. These savings result from xeriscaping (using drought-tolerant, low water demand landscapes) and decreasing watering of tradition landscaping by using efficient watering methods.
