part of the annual Surface Water Use Report sent to the TCEQ and TWDB. <br />A comprehensive water use audit was performed by private consultants in <br />2003 and the last audit was performed July 7, 2009 by the City of Paris <br />Utilities Dept. Comprehensive audits are the required every five years <br />thereafter. <br />Other ProQrams <br />1. Emergency Water Management and Drought Contingency Plan: <br />The Utilities Department has maintained a plan far emergency water <br />management for disasters, power outages and other disruptions of service for <br />the past few years. This plan has been updated periodically as needed. A <br />comprehensive Drought Contingency Plan has recently been updated in <br />accordance with TCEQ guidelines for such plans. <br />2. Pat Mayse Lake is a federally owned reservoir under the jurisdiction of <br />the U.S. Army Corps of Engineers, Tulsa District. Pat Mayse Lake is <br />included in their drought contingency plan for the Lower Red River Basin. <br />3. Relationship to Wholesale Water Customers: <br />Chapter 288 (Water Conservation Plans Guidelines and <br />Requirements) of Title 30 of the Texas Administrative Code requires all <br />wholesale water contracts entered into or renewed by the City must include a <br />provision that the wholesale customer must adopt a conservation plan in <br />accordance with the provisions of Chapter 288 of Title 30. This clause must <br />be included in the water contracts of Lamar County and Marvin-Jennings- <br />Ciardy upon renewal or extension and must be included in any new contract <br />for wholesale water entered into with the City of Paris. Furthermore, any <br />customer purchasing wholesale water from the City of Paris who further <br />wholesales water to another customer must require all successive wholesale <br />customers to adopt a conservation plan in accordance with Chapter 288. <br />4. Coordination with Regional Water Planning Groups: <br />The service area of the City of Paris is located within the Northeast <br />Texas Region D Water Planning Group and the City of Paris shall provide a <br />copy of this plan to the Northeast Texas Region D Water Planning Group. <br />Water Conservation Goals for Estimation of Potential <br />Reduction in Per Capita Water L1se throuah the Year 2050 <br />The following tables for potential reduction in per capita water use <br />were initially calculated in 1999 for the original adoption of the Water <br />Conservation Plan in 2000. The Utility Survey form and instructions were <br />provided by the Texas Commission on Environmental Quality (TCEQ) for <br />municipal water conservation planning through the year 2050. <br />C) <br />
