c) Establishes and maintains a reserve pool of drivers, maintenance personnel, <br />parts, and tools. <br />d) Maintains records on use of transportation equipment and personnel for <br />purpose of possible reimbursement. <br />Donations Management. <br />1) The primary responsibility for this function is assigned to the [Community <br />Services Officer/Assistant EMC/other], who will prepare and maintain Annex T <br />(Donations Management) to this plan and supporting SOPs. <br />2) Emergency tasks to be performed include: <br />a) Compile resource requirements identified by the Resource Management staff. <br />b) Solicit donations to meet known needs. <br />c) Establish and implement procedures to receive, accept or turn down offers of <br />donated goods and services, and provide instructions to donors of needed <br />goods or services. <br />d) In coordination with the Resource Management staff, establish a facility to <br />receive, sort, and distribute donated goods. <br />k. Legal. <br />1) The primary responsibility for this function is assigned to the [City <br />Attorney/County Attorney], who will prepare and maintain Annex U(Legal) to this <br />plan and supporting SOPs. <br />2) Emergency tasks to be performed include: <br />a) Advise local officials on emergency powers of local government and <br />procedures for invoking those measures. <br />b) Review and advise our officials on possible legal issues arising from disaster <br />operations. <br />c) Prepare and/or recommend legislation to implement the emergency powers <br />that may be required during and emergency. <br />d) Advise local officials and department heads on record-keeping requirements <br />and other documentation necessary for the exercising of emergency powers. <br />1. Department and agency heads not assigned a specific function in this plan will be <br />prepared to make their resources available for emergency duty at the direction of our <br />chief elected official. <br />7. Volunteer & Other Services <br />a. Volunteer Groups.
