Many emergencies follow some recognizable build-up period during which actions can be <br />taken to achieve a gradually increasing state of readiness. We use a four-tier system. <br />Readiness Levels will be determined by the [Mayor/County Judge/City Manager] or, for <br />certain circumstances, the Emergency Management Coordinator. General actions to be <br />taken at each readiness level are outlined in the annexes to this plan; more specific actions <br />will be detailed in departmental or agency SOPs. <br />B.
