CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />O1/19/10 <br />Council Date: <br />Finance <br />Gene Anderson <br />22. <br />O1/25/10 <br />RECOMMENDED MOTION: <br />Motion to approve a policy governing the sale of small surplus items. <br />POLICY ISSUE(S): <br />Fiscal management <br />From time to time the City has personal property that it needs to sell for which there is limited demand. <br />The most common example of this is scrap metal (such as old water meters or the metal removed from <br />the roof of the west side fire station) accumulated in the course of conducting business. Currently, to <br />dispose of surplus material we must go through a sealed bid or public auction which can take some time <br />and can be relatively costly. In order for the current process to be cost effective, the City must <br />accumulate a large enough quantity to make it worthwhile. The accumulated scrap material is unsightly, <br />can take up needed space, and can potentially lose value while we wait for material to sell. The <br />proposed policy would allow the sale of such items after obtaining informal bids from at least two <br />sources (when possible) for such items provided that the market value of any such items is $1,000 or <br />less. Items with a value of more than $1,000 or more will continue to be sold at either public auction or <br />by sealed bid after notice is published in the local newspaper.
