Mr. Kampfer discussed with the board the Smart Communities planning initiative and
suggested that planning for the city needs to begin with a cataloging and description of
assets. He advised that this could be accomplished with a G1S system and would like to
work the implementation of this system through the City of Paris.
The board was updated on the Main Street committee that was formed last month. This
committee consists of Pike Burkhart and Glen Bawcum representing the EDC board, and
Joe McCarthy and Jesse Freelen representing the City Council. This committee is
scheduled to meet immediately following the EDC board meeting on 4/14.
The Board convened into Executive Session at 4:26 p.m. pursuant to Section
551.087 of the Texas Government Code to discuss and deliberate an offer of a financial
ar other incentive to a business prospect to locate, stay, or expand in Paris and consider
any commercial and financial information related to the business prospect. Executive
session concluded at 5:03 p.m. As a result of executive session discussion, the board
authorized Mr. Kampfer to negotiate for the purchase of properties adjacent to the
Industrial Park, with negotiated price for all parcels not to exceed $66,000. The action
passed unanimously on a motion by Dan Smith, seconded by John Wright.
There being no further business to come before the board, the meeting was
adjourned at 5:05 p.m.
Respectfully submitted,
Rachel Schory
Economic Development Specialist
April 14, 2009
~U9 0 Q~'~ ~
