Paris Economic Development Corporatian <br />Board Meeting Minutes <br />August 3, 2009 <br />Board Members <br />Present: Dan Smith <br />Pike Burkhart, Sr. <br />Rick Poston <br />Guests: Edwin Pickle <br />Kenny Dority <br />Patrick Graham <br />Mary Nladewell <br />Connie Beard <br />Mary Walker <br />Staff Present: Shannon Barrentine <br />Mindy Moree <br />Ex Officio <br />Present: <br />Dan Smith called the meeting to order at 4:03 p.m. <br />Kent McIlyar <br />Jesse Freelen <br />Pam Anglin <br />Kevin Carruth <br />Minutes from the July 9, 2009 meeting were reviewed and unanimously approved as <br />submitted on a motion by Pike Burkhart seconded by Rick Poston. <br />Mr. Smith made a motion that agenda item b) Industrial Park be considered prior to a) <br />Executive Director position; seconded by Pike Burkhart. Motion carried 3-0. <br />Rick Poston referenced the photos of the Industrial Park at its current status along with <br />the proposed improvements as presented by Cornerstone Design Group. The pond area has been <br />proposed to be widened 120 ft. with the west side buffered with rock; plant additional juniper <br />trees along the drainage channel, construct a pavilion east of the channel, and trim the lower part <br />of the existing trees along Loop 286 to improve visibility. He hasn't observed the pond in the <br />winter months, but has a problem with spending $40,000 to address these areas when the reality <br />is, we are not currently maintaining what we have. He would like to see the PEDC adopt a <br />mowing/shredding and clean-up program for the Industrial Park. The C-Tech building is in need <br />of some clean-up. Dan Smith made a motion to expend the funds to have the lndustrial Park <br />shredded at a rate of $18 per acre, as soon as possible; seconded by Pike Burkhart. Motion <br />carried 3-0. <br />Dan Smith stated that since Pete Kampfer's resignation, last manth, Pike Burkhart has <br />been handling the Chamber issues and he has been handling the PEDC issues. It is his opinion <br />that separating the duties would allow the executive director to focus on EDC issues rather than <br />both. Since the PEDC funds 85% of the position's salary base and the Chamber funds 15% he <br />doesn't feel that the PEDC is getting their monies worth. <br />Pike Burkhart stated that the job had always been both. All operations are intertwined it <br />would be hard to separate building maintenance costs, staff salaries, etc. <br />Jesse Freelen stated that each position has plenty to do. By having both it spreads him/her <br />thin and inore of a burden on the supporting staff. He felt that by dividing up the position would <br />mean that the EDC Executive Director could work closely with the City to negotiate contracts, <br />etc. <br />0 0 August 3, 2009 <br />c~~' <br />
