GENERAL INSTRUCTIONS AND NOTES The City of Pazis is soliciting proposals for the construction of single-family homes within the city limits of Paris. The homes will be constructed on the site of the existing home of the owner after their existing home has been demolished. Five homes will be constructed under a HOME Program grant received from the Texas Department of Housing and Community Affairs (TDHCA). All proposals must be submitted by the bidder to the City of Pazis, 135 SE 15` St., Pazis, Texas 75460 on or before 9:30 a.m. on the 2nd day of February, 2010. All bids will be publicly opened and read aloud at 10:00 a.m. at the City of Paris, Council Chamber located at 107 E. Kaufiman St., Paris, TX 75460. The City will select the general contractor that submits the most favorable bid and is qualified to do the work with the lowest combined base bid for the house plans including alternatives selected by the City. Without limiting any of the other obligations or liabilities of the bidder (contractor), the contractor and each subcontractor shall, during the term of the contract, acquire and maintain the hereinafter stipulated minunum insurance with companies duly authorized to do business in State of Texas. Certificates of each policy shall be delivered to the City before any work is started. The minimum insurance requirements are as follows: 1. Workers' Compensation as required by state law; 2. Comprehensive general liability fully insuring contractor liability for injury to or death, in the amount of at least $250,000; 3. Comprehensive automobile and truck liability insurance in accordance with state law; and 4. A performance bond on the part of the contractor for 100 percent of the contract price. A"performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. 5. A payment bond on the part of the contractor for 100 percent of the contract price. A"payment bond" is one executed in connection with a contract to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract. All contractors will be required to bid on the home based on the attached construction drawings/plans and construction specifications. All houses will be constructed to meet the Texas Minimum Construction Standazds, including certain accessibility requirements, Residential Energy Code and locaUstate codes. Since the City will be funding this home with a grant received from TDHCA, payment for work will be made only upon completion of the vazious stages of the home and after progress and final inspections have been made and approved by the City or by their designated representatives. Payment will be made within 30 days after the approval of each invoice. Construction of the home shall be completed within 120 days from the date a notice to proceed is issued to the contractor unless a longer time period has been stipulated as part of the bid price. Construction must begin within 10 working days from the issuance of the notice to proceed. All bid proposals must include, at a minimum: 1. Bid Sheet; 2. Detailed bid sheet for each plan; 3. Contractor Application, which lists contractor's qualifications, experiences, and work references; and 4. Affidavits included in bid packet 5. Evaluation Form 6. A full set of house plans, if submitting an alternative plan bid. Bidding procedures, bidder selection, and any subsequent bidder appeal will be conducted in accordance with the applicable local, state, and federal procurement regulations and protest procedures established by the City of Paris in compliance with 24 CFR 8536. ~"~nf'1. r
