DRAFT attorney\reswork\current\HOME 2010 Owner-Occupied Grant Res RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF A HOME PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR HOME FUNDS; DESIGNATING THE AMOUNT OF MATCHING FUNDS AND CASH RESERVES; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATIOIV OF SAID GRAIVT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris desires to develop a viable urban community, including decent housing and a suitable living environment, specifically to provide owner-occupied housing assistance for low/moderate income families in the city of Paris; and, WHEREAS, certain substandard housing conditions exist which represent a health and safety threat to families residing in such structures, and the availability of HOME funds could provide those families with decent, safe, and affordable housing; and, WHEREAS, the City Council is desirous of processing an application to the Texas Department of Housing and Community Affairs (TDHCA) for a Homebuyer Assistance Program/Owner-Occupied Program Grant in the amount of $450,000.00, with the City of Paris providing a match of $54,0867.63 from its General Fund as a cash contribution and/or in-kind services for properties assisted through this program; and, WHEREAS, it is in the best interests of the City of Paris to apply for funding under the Texas Department of Housing and Community Affairs, HOME/Owner-Occupied Program; and, WHEREAS, the City Council desires to authorize the Mayor, City Manager, Director of Community Development, and other appropriate City staff to accept and implement said grant (if same is received) without further action of City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the filing of an application to the Texas Department of Housing and Communiry Affairs (TDHCA) be, and the same is hereby, approved, for a Homebuyer Assistance Program/Owner-Occupied Program (HOME) Grant in the amount of $450,000.00 to carry out owner occupied housing reconstruction, rehabilitation, and project eligible soft costs for five (5) families and $17,307.00 for allowable administration/operating funds, with the Ciry of Paris providing a match of $54,086.63 from its General Fund as a cash contribution and/or in-kind services for properties assisted through this program. g~, e0 1
